Guide to student transfer to another registered provider

This guide provides information for students about the grounds on which you may seek approval for transfer to another registered provider

Standard 7- transfer between registered providers

National Code 2007, standard 7 sets out the criteria by which registered providers should assess applications for transfer between registered providers. It requires providers to assess applications for transfer within the first six calendar months of the student's principal or main course of study. This means that if you seek to transfer to another provider (college or university) at any time prior to the completion of the first 6 months of your principal course you must apply for a Release letter.

Grounds for approving an application for a release letter

Monash will approve your application for a release letter in the following circumstances:

  • Your course is academically unsuitable for you. This means that a course does not meet your educational or developmental needs such as your study capabilities or you are better suited to a different learning environment
  • Compassionate or compelling reasons for the transfer exist. As example, if your brother or sister is studying interstate and you want to live with them. Or if you want to change your course to get access to greater support services through closer contact with family, friends or a cultural support network or services provided by the new provider.

Before an application can be approved you must:

  1. Present a valid letter of offer of enrolment with the receiving provider
  2. if you are under the age of 18, provide written evidence that
    1. Your parent or legal guardian supports the transfer
    2. The new provider will accept responsibility for approving your accommodation, support and general welfare

Course discontinuation

Upon receipt of the Release Letter, it is your responsibility to formally discontinue from your Monash course if you wish to accept an offer at another institution. To discontinue from a course, you must complete the Application for course discontinuation form and submit it to your Faculty Office for processing.

Grounds for refusing an application for a release letter

A release letter will be refused if you cannot provide satisfactory evidence that your course is academically unsuitable for you or that you cannot demonstrate compassionate or compelling circumstances for the transfer exist. If a transfer is considered detrimental to you, your application will be refused.

When a transfer would be considered detrimental to a student

The following factors are considered to be to your detriment and grounds for refusing a transfer request:

  • if the transfer may jeopardise your  progression through a package of courses eg if you are enrolled in a preliminary ELICOS course and seek to transfer to a ELICOS course with another provider followed by an additional preliminary course which will not qualify you for entry to the main degree course at Monash
  • if you have recently started studying the course and the full range of support services are yet to be provided or offered to you. This question can be negotiated and a time frame established for revisiting it.
  • if you are enrolled in a preliminary course and are trying to avoid being reported to DIAC for failure to meet the Monash's attendance or academic progress requirements.

Appeal rights

Students whose application for a Release is refused can appeal to the University Student Ombudsman.

If you are not satisfied with the University Student Ombudsman's recommendations a complaint can be lodged with the Ombudsman Victoria:
