Economic Reform

China Australia Governance Program - Improving the Transparency and Monitoring of Investment at the National Development and Reform Commission.

The objectives of the Project are to facilitate the reform process of the investment system in China by referring to the Australian experience. Specifically, by building the capacity of Supervision Department (SD) staff and systems, the Project aims to assist SD to: enhance information openness and transparency and identify and undertake relevant policy reforms to strengthen investment management and supervision. These objectives will be met through the delivery of training and technical assistance activities that will assist preparation for tender of a specific government poverty alleviation investment project. In addition these specific objectives, the Project aims to provide opportunities for SD personnel to meet and engage with relevant Australia government institutions, with a view to facilitating the development of longer term linkage relationships that may be further supported through Component 1 of CAGP.

State Owned Enterprise Financial and Risk Management

The aim of this consultancy project was to support the Enterprise Research Institute of the Development Research Centre of the State Council of China (ERI/DRC) to undertake a study and provide practical policy suggestions on the management of SOEs. Topics of the study included: SOE dividend policy, capital, investment policy, risk management, and accounting systems. This study also provided training on financial and risk management for the State-Owned Assets Supervision and Administration Commission (Central SASAC) and relevant enterprises in Beijing

Policy and Institutional Support for Social Insurance Administration, PR China

Location: PR China

This ADB TA is being delivered in association with the Commonwealth Department of Family and Community Services (FaCS), and the National Science Insurance Administration, PR China. The objectives of this project are to strengthen the institutional capabilities of the Social Insurance Administration (SIA) system and to accelerate social security reform through (i) improving operational efficiency, (ii) supporting human resources development through effective training, and (iii) recommending policies and steps leading to the consolidation of SIAs.

Preparing ASEAN for Open Sky

Location: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam
Donor: AusAID under the ASEAN-Australia Development Co-operation Program.
Duration: June – November 2003

This study for the ASEAN Secretariat examined issues surrounding the de-regulation of the regional airline industry. The study also aimed to help ASEAN member countries better understand the concept of Open Sky, its challenges and opportunities as well as the policy options. The project had the following outcomes: (a) a review and assessment of the existing air services agreements of Member Countries and other working models such as those of the EU, Australia-New Zealand, or other bilateral and multilateral agreements developed in APEC, South America and African countries; (b) the development of a clear liberalization framework towards Open Sky in ASEAN; and (c) a detailed discussion on the policy implications and recommendations.

Indonesia Fiscal Decentralization Project

This Technical  Assistance Project to the Asian Development Bank assisted the ADB and the Ministry of Finance in Indonesia to develop a framework for the efficient disbursement of central government revenues to provincial governments under new fiscal decentralisation laws.  The project consisted of four components: (i) the preparation of fiscal profiles for all districts before/after decentralization to analyse differential impact of fiscal decentralization on the regions' budgets and also on social sector investments; (ii) implementation of detailed regional public expenditure reviews; (iii) provision of assistance in capacity building for the Directorate of Fiscal Balance to handle Centre-Region fiscal relations, such as Centre-Region financial flows; flows of development funds; needs and mechanisms; formulation of a new grant transfer/on lending mechanism and (iv) outputs dissemination for all stakeholders through workshops both at the national and regional levels.

The Executing Agency for this project was the Ministry of Finance, Indonesia. Monash International Projects undertook this project in cooperation with Gadjah Mada University, Indonesia.

PRC Study of Foreign Capital Utilization for Western

This technical assistance project supported the Government of the People's Republic of China to create an environment conducive to attracting private investment to the western region and to improve the capacity of local government officials to manage foreign capital in the western region.  The Project developed appropriate policies to ensure effective utilisation of foreign capital through (1) policy research (ii) training of local development planning personnel on capital utilization and external source financing, and (iii) information workshops.  The Executing Agency for this project was the Department of Foreign Capital Utilization, State Development Planning Commission (SDPC), Ministry of Finance, PR China.

Asian Development Bank Private Sector Development Strategy

Monash International Projects conducted a Training Needs Analysis and "awareness program" in November 2001 for managers and mission leaders of the Asian Development Bank on the subject of Private Sector Development.   The subsequent training program had three distinct phases: (1) Training Needs Analysis (TNA), (2) Materials Preparation, and (3) Training Delivery. The TNA reviewed past programs, identified/confirmed learning gaps, and proposed specific topics to focus on in future.  The materials used included  Asian case studies, particularly those involving the ADB in Developing Member Countries.

Strategic Study for Development Options for Economic

This consultancy project provided regional technical assistance for the Strategic Study on Development Options for Economic Cooperation between the People's Republic of China (PRC) and Mongolia in the Eastern Parts of Inner Mongolia, PRC and Mongolia. The objective of the project was to assist the governments of Mongolia and PRC to jointly undertake a strategic study on development options available for strengthened economic cooperation between the two countries.  The project team developed a Social Economic and Environmental Profiles, and  formulated a strategic development outline for promoting economic cooperation between the two countries. The team also made policy and operational recommendations.

Policy Support for the PRC 2020 Project, Phase III

Duration: January to August 2001

This consultancy project helped the Government of the PRC prepare a strategic study for the Great Western development strategy. The direct objectives of Western Region development are to reduce the absolute poverty and income disparities between regions through economic development, and to protect the ecological environment.  The study provided policy directions for development planners at the national and local levels (provincial and city and county levels).
