Government and Good Governance

Iraqi Board of Supreme Audit – Current Practices and Techniques in Auditing (in Australia)

The program provided staff of the Iraqi Board of Supreme Audit with the opportunity to examine how the audit function works in a federal system of government and to make acquaintances with counterparts, relevant institutions and experts in Australia. The program was designed with the aim of maximising opportunity for BSA delegates to gain some understanding of contemporary audit approaches and management systems and how these are applied in Australia and internationally. Training focused on the essential elements of the Australian auditing framework with comparison made to world practice, and introduce officials to the responsibilities of similar officers in Australia, operating in the Australian National Audit Office and two State Audit Offices.

Legal Document Retrieval System Training in Australia

Location: Indonesia and Australia (Jakarta, Melbourne, Canberra, Sydney)

The project involved a multidisciplinary team of project planning, IT and records managements specialists and sought to assist the Cabinet Secretariat of the Government of Indonesia in the adoption and implementation of an Electronic Document and Records Management System (EDRMS). Monash International delivered this project in partnership with the Caulfield School of Information Management Systems, Faculty of Information and Technology, Monash University and World Wide Project Management Services. Stage 1 involved a Comparative Study Group that included senior decision-makers from the Cabinet Secretariat undertaking a series of facilitated workshops. Stage 2 concentrated on the training of a group of functional specialists who will build, operate and maintain a new Legal Document Retrieval System (LDRS) for Indonesia.

District and Provincial Planning Short Courses (in Indonesia)

Monash International Projects, in conjunction with the International Centre for Management in Government and the University of South Australia, designed and delivered a series of short courses for 240 government officials in local government planning in Jakarta and Eastern Indonesia. Twelve eight day courses were delivered in Mataram, Kupang (West Timor), Jakarta (for local government officials from Aceh, Jakarta and Ambon), Medan, Makassar and Jayapura.  Topics covered by the workshop program included local government planning, strategic planning, data analysis, gender analysis and community initiatives  in district and provincial planning, decentralisation and devolution of government authority, management of change, transparency, community participation, civil society.

Accountability in Public Sector Management Training

Monash International Projects delivered these training projects in conjunction with Monash's Centre for Privatisation and Public Accountability in the Faculty of Law. The aim of this program was to build capacity for the State Secretariat's Centre for the Development of Public Sector Accountability, as well the four other Secretariats surrounding the President, and a number of other government agencies. The program also aimed to present comparative public accountability frameworks from Australia and internationally, including case studies and lessons learned.

Thai Short Course Program - Managing Development in an International Context

This short course program in good governance and development was implemented with the purpose being to strengthen the capacity of Thai government officials to apply techniques and strategies to improve the effective delivery of government services, including policy advice, service delivery, financial practices and improvement of the responsiveness of government departments to the needs of the Thai  people.

The aim of the course was to provide an insight into current thinking on development and international trends, and the forces that affect development programs as well as a theoretical and practical background to project management, evaluation and monitoring. It also aimed to directly assist those staff and agencies who are responsible for the implementation of current and future projects in Thailand to develop the skills required for good governance.

Good Governance in Public Sector Management Training

Monash International Projects worked with the Centre for the Study of Privatisation and Public Accountability to deliver this short course to senior Indonesian officials from the State Secretariat as part of its process of government institutional reform. The course covered: the principles and policies associated with good governance; the participation of stakeholders in the public sector; accountability and equity practices; the concepts of managerial transparency and organisational culture; and comparative case studies using national and international examples of good governance.

District and Provincial Planning Short Course Training

Monash International Projects worked with the Faculty of Law, the University of South Australia, and World Wide Project Management Services to deliver this 3-month course on three separate groups of senior Indonesian officials. The course covered local government planning processes in a develop and decentralized environment and involved numerous site visits to government agencies as well as state and federal public sector institutions in Australia.

Thai Short Course Program - Participation, Decentralisation & Civil Society

Location: Australia and Thailand

Monash International Projects and the International Centre for Management in Government delivered a series of four week short courses to over 115 middle ranking and senior Thai Government officials in Melbourne and Bangkok. This short course program in good governance and development was implemented to strengthen the capacity of the government officials to apply techniques and strategies to improve the effective delivery of government services, including policy advice, service delivery, financial practices and improvement in the responsiveness of government departments to the needs of the Thai people.

The short course addressed the process of developing Popular Governance from a culture of centralised governance. It was structured to lead participants from a review of the principles and objectives of the 8th National Development Plan to an examination of how the Plan might be implemented in practise. The measures to facilitate such a transition to Popular Governance were also addressed as were the implications of further constitutional, legislative and institutional reform.

Facilitating Trade in Goods and Services Training in Australia

Monash International Projects worked with the Australian APEC Studies Centre to deliver an 8-week short course to 18 Indonesian trade officials on the nature and implications of regional trade agreements. The course was delivered at the APEC Studies Centre as part of the Indonesia Australia Specialised Training Program (Phase II).

Course in Strategic Planning for Local  Government Authority

This course was delivered in Australia to 15 senior provincial officials from Indonesia.  The training included: Facilitating Decentralisation and Civil Society, Devolution & Decentralisation, Introduction to Public Sector Reform in Australia, Governance, Decentralised Government in Practice, Australia's GST and Revenue Raising.

International Air Services Negotiations Training Program

Location: Jakarta, Indonesia

In partnership with the Faculty of Law, Monash International Projects managed this six-day training course in Jakarta in aviation law protocols and international air services negotiations.  The training was attended by 20 officials of the Indonesian Ministry of Transportation and Indonesian airlines.

Export Promotion Training in Australia

Monash International Projects worked with the Monash Asia Institute and The International Panel to deliver an 8-week short course to 18 Indonesian trade officials and managers of small to medium enterprises on export promotion strategies. The course was delivered at the Monash Asia Institute as part of Indonesia Australia Specialised Training Program (Phase II).

Journalism Training Course for Indonesian Journalists

Monash International Projects and the School of Languages, Cultures and Linguistics delivered this six-week training program for 24 Journalists from Indonesia's ANTARA News Agency. The course was supported by the Department of Journalism at Monash's Gippsland Campus. The journalists undertook training in journalistic skills and the application of information technology to the media and participated in site visits to news agencies, newspapers, television networks.

Provision of Governance Training for AusAID Staff

Monash International Projects is working with AusAID to effectively design, develop and deliver a range of governance training modules as part of an ongoing professional development program for AusAID staff. Using training methodologies based on work place training techniques and adult learning principles, the objective of the training is to raise awareness of the relevance of governance to development, increase understanding of how AusAID is approaching governance and provide exposure to various practical approaches to promoting good governance in developing countries. Up to three of each training module will be delivered to 200 staff per annum, over a three-year period. Training topics include; Introduction to Governance, The Role of Informal Justice in the Pacific Region, Law & Governance Reform in East Asia, Human Rights, Trade & Development, Poverty Reduction, Environmental Management and Public Sector Reform.

Small and Medium Business Development

Monash International Projects delivered this training for the Indonesian State Ministry of Cooperatives and Small to Medium Enterprises, in partnership with the Department of Management, Monash University and the Business Development Institute Pty Ltd. The objective of the course was to increase the competitiveness and productivity of small and medium enterprises for their goods and services in local, domestic and overseas markets. Specific topics included enhancing the quality of products and services while at the same time fostering the development of community initiatives; providing support and design policies to assist local economic resource development in targeted industry sectors; identifying local, domestic and overseas markets for the products; understanding the context of the global and competitive environment, such as, environmental impact avoidance, intellectual property rights for small business, export requirements for various countries, WTO liberalisation of trade in products and services, and ASEAN Free Trade Agreements.

Public Sector Finance Training in Australia

Duration: July 2004

This two-week short course was delivered to staff of Thailand’s Bureau of the Budget, and covered the following topics: business administration and public administration, financial performance management and review, budgeting process and costing in public sector, international trends in performance budgeting. The training included site visits to the Victorian Department of Treasury and Finance.
