To ensure that the university environment remains safe, orderly and conducive to learning.


This policy applies to all staff and students of:

  • Monash University at the university's Australian campuses and off-campus facilities; and
  • Monash College Pty Ltd business units at the university's Australian campuses.

Policy Statement

The university strives to maintain an environment that is safe for all and conducive to learning. It recognises and encourages freedom of expression and the right to peaceful protest; however, these activities are acknowledged as quite distinct from unlawful acts of civil disturbance which may threaten the safety and/or security of any person or property within the precincts of the university. Where a civil disturbance includes unlawful behaviour, and/or acts of misconduct within the meaning of the university's own disciplinary statute, the university may consider a range of responses including requesting the assistance of relevant external agencies, supporting a criminal prosecution and/or initiating discipline or civil proceedings.

Breach of the Peace: Includes conduct which, if committed, may amount to an unlawful act or acts including, but not limited to assault, threatening or offensive behaviour, riot or obstruction.

Campus Security Office: The main security office at or responsible for a university campus or other location.

Campus Security Supervisor: The person appointed by the university to that role.

Civil Disturbance: Any act which constitutes a ‘breach of the peace’ or which has the express aim of preventing or obstructing the continuation of the university’s normal operation. (Such events may occur internally or externally to the University and may range from verbal arguments to organised protests, demonstrations and rioting).

Crisis Management and Recovery Team: Persons nominated to the role by the university.

Crisis Management and Recovery Team Leader: The person nominated by the university to that role.

Disciplinary Statute: Monash University’s Discipline Statue.

University Security Manager: The person appointed by the university to that role.

Legislation Mandating Compliance

All relevant legislative instruments that stipulate requirements with which members of the Monash community (all of whom are subject to the law) are obligated to comply.
