The paper outlined the most radical overhaul of universities in decades.

Among the reforms, Colleges of Advanced Education (CAEs) would need to merge with larger universities. The Dawkins reforms cut government funding to encourage ‘competitiveness’.

Research-intensive universities criticised the move, seeing the mergers as a ‘dumbing down’ of the university system.

Unless the universities, particularly the older ones amongst them, shake off their ingrained resistance to change and can belie their image as ossified bodies incapable of adaptation, then the opportunities associated with the changes now needed in the higher education sector will simply pass them by.
