Dr Stephen Rowley
Stephen Rowley is an adjunct Senior Lecturer in Monash Urban Planning and Design with over 20 years of experience in state government, local government, and private consultancy.
He is a recognised expert on the Victorian planning system, having authored the standard introductory textbook on the subject (The Victorian Planning System: Practice, Problems and Prospects, Federation Press, 2017). He is Planning Editor for the Victorian Planning reports, a former co-editor of the industry magazine Planning News and a former committee member, policy convenor and Vice President of the Planning Institute of Australia (Victoria Division). He has taught statutory planning and related subjects since 2013, and is the author of two books - the aforementioned The Victorian Planning System, and Movie Towns and Sitcom Suburbs: Building Hollywood’s Ideal Communities.
In 2019 he was appointed by the Minister for Planning to an Advisory Committee advising the Minister about the implementation of housing affordability controls in the planning system.
