Admissions Terms and Conditions
1. Purpose
Monash Residential Services (MRS) provides on-campus accommodation with the primary aim of fostering and supporting diverse residential student communities of Monash University in alignment with the MRS Mission Goals. The MRS Admissions Terms and Conditions outlines the eligibility criteria, helping applicants understand the requirements to be considered for residency within the MRS accommodation complexes.
2. Scope
The MRS Admissions Terms and Conditions applies to the following accommodation complexes:
- Clayton
- Residential Village (including Deakin Hall, Farrer Hall, Howitt Hall, Richardson Hall, Roberts Hall, South East Flats)
- Urban Community (including Turner Hall, Holman Hall, Campbell Hall, Logan Hall, Briggs Hall and Jackomos Hall)
- Peninsula Residential
- Gillies Hall
- Residential Village (including Bloom Street, Samada Street, Lardner Road, Holmes Street and Student Village)
3. Principles
The MRS Admissions Terms and Conditions are guided by the following principles:
3.1 MRS on-campus accommodation is reserved for Monash University students.
3.2 Subject to the considerations outlined in clause 5 (Admissions Assessment Considerations), any student enrolled (or will be enrolled) in a Monash University course of study is eligible to apply for residency in an MRS on-campus accommodation complex.
3.3 All MRS on-campus accommodation offers are subject to students agreeing to comply with:
(a) the standards, terms and conditions as outlined in the MRS Conditions of Residency;
(b) the standards, terms and conditions as outlined in the resident resource web page;
(c) the MRS terms and conditions, policies and regulations;
(d) the terms and conditions of any Residency Agreement between the resident and MRS; and
(e) any mandatory residential induction training requirements.
3.4 Students may apply for accommodation at any MRS on-campus complex and are not limited to those located at their campus or campuses of study.
3.5 Applications for accommodation are assessed based on considerations outlined in clause 4 (Admissions Priority).
3.6 Applications for accommodation from students under the age of 18 years must include all additional signed documents requested as part of the Admissions process.
3.7 At any time whilst a student resides at a MRS complex, if the student:
(a) discontinues their enrolment at Monash University
(b) ceases to be enrolled in full-time study at Monash University (including, but not limited to, circumstances where a student reduces their study load to part-time or applies for an intermission/break in their course enrolment);
(c) transfers to distance education; or
(d) completes their enrolled course/s prior to the end of the academic year,
MRS may, by written notice to the student, require the student to vacate their room.
3.8 The minimum age for admission to MRS accommodation is 17 years. Students may submit an application prior to reaching this age; however, accommodation will not be granted or commenced until the student has turned 17.
4. Admissions priority
Applications for accommodation in an MRS on-campus accommodation complex are assessed by MRS (in its absolute discretion) with regard to the following priorities:
4.1 applications from students of Indigenous Australian background;
4.2 applications from international students who are (and who will be as at the date they propose to move into an accommodation complex) less than 18 years of age (applies to first round offers in October);
4.3 applications from students with a disability and/or whom have special needs which impact their mobility;
4.4 applications from the carer of a student with a disability and/or whom has special needs which impact their mobility;
4.5 pre-existing residential bookings made by Monash University Faculties and Departments on behalf of their students;
4.6 accommodation scholarship holders; including Resident Advisor scholarship holders; and
4.7 returning residents and commencing residents applying for re-admission/ admission into an MRS accommodation complex, noting that such applications will be assessed based on the date of their submission.
4.8 For new applications, full-time students are given priority over part-time students
MRS may require applicants to provide supporting documentation in respect of all applications for accommodation in an MRS on-campus accommodation complex, including (but not limited to) any applications which relate to any of the criteria set out in this clause 4.
5. Admissions assessment considerations
5.1 MRS does not provide Supported Accommodation and the fire warning and emergency evacuation systems throughout the residential buildings have been programmed to operate automatically. To ensure residents are safely accommodated, subject to the provisions of clause 5.2 below, it is a requirement that all residents must be able to self-evacuate in the event of an emergency.
5.2 For students with a disability and/or whom have special needs which may impact their mobility, MRS will use its best endeavours to work with the student to prepare and agree to a Personal Emergency Evacuation Plan (PEEP). Where a suitable PEEP is agreed between MRS and a student, the student must notify MRS immediately if there are any changes in their physical health or mobility which may result in their inability to comply with the PEEP.
5.3 A carer may be permitted to reside in separate co-located on-campus accommodation subject to obtaining prior approval from the MRS Director or its nominee. Approval will be granted on a case by case basis, taking into account the Admissions priority set out in clause 4 above, genuine medical needs of the student receiving care, the availability of suitable vacancies, and subject to the carer agreeing to comply with the relevant Accommodation Fee Regulations, Conditions of Residency, individual resident resource web page and all other applicable MRS terms and conditions, policies and regulations listed on the MRS website. MRS may require the student receiving care to provide medical evidence or any other documents relevant to its assessment of admission.
5.4 In accordance with the MRS Conditions of Residency, a student cannot reapply for on-campus accommodation if they:
(a)have previously been evicted from MRS accommodation, or
(b)have received two formal written warnings regarding their behaviour during a previous residency period in an MRS accommodation complex, unless MRS, at its sole and unfettered discretion, agrees to consider a reapplication. MRS is under no obligation to provide reasons for its decision to accept or reject any such reapplication.
5.5 In assessing a current resident's application for re-admission, MRS will take into account any communication between a resident and MRS regarding late payment of invoices. Repeated failure to pay invoices by the due date may constitute grounds for refusal of re-admission.
5.6 Monash University students participating in an official inbound Monash University Study Abroad Program will be treated as applicants for Two Full Semester Periods.
5.7 To foster positive and vibrant residential communities, applications or requests for continued residency will be assessed with regard to the applicant’s suitability for both the accommodation type and the residential community. In assessing suitability, MRS may consider prior knowledge of the applicant, and any Relevant Information obtained from Monash University or through background checks.
6. Admissions allocation considerations
6.1 To support the creation and maintenance of a diverse residential community, MRS will request information regarding an applicant's course, year level and citizenship.
6.2 In the event that an applicant is unsuccessful in receiving an offer for their preferred hall, MRS will endeavour to provide a suitable alternative offer.
6.3 New graduate students, students under the age of 18, and students with special needs may be automatically allocated a specific style and location of on-campus accommodation.

8. Definitions
Residency Agreement
The Residency Agreement is the formal legal contract that the incoming resident and MRS enter into to define the provision of accommodation.
Supported Accommodation
Supported accommodation is the housing and personal support services for people who require assistance from another person to move from one location to another, or to undertake personal tasks.
Two Full Semester Periods
Some MRS on-campus accommodation complexes have different commencement and completion dates for Two Full Semester Periods. For more details on "Two Full Semester Periods" for each particular site see MRS Residency Period Dates and Accommodation Fees.
