Financial incentives and private health insurance demand in Australia: New evidence to inform policymaking
This session will focus on recent studies that investigated the role of financial incentives and private health insurance (PHI) demand in Australia.
The main research findings of our work to quantify the impact of the MLS and PHI rebate on the demand for PHI, and the impact of modernising Risk Equalisation on incentives for efficiency and selection, will be presented.
This work is part of the review of the PHI regulatory settings we conducted in collaboration with Finity Australia for the Department of Health and Aged Care.

Professor Francesco Paolucci, University of Newcastle
Prof Paolucci is a scholar and advisor using research to enhance policy in economics and public health.
He has spent two decades analysing global healthcare systems - including working with governments, public and private agencies and industry globally with the aim of creating more accessible and efficient care for patients as well as greater efficiency and value for stakeholders worldwide.
His research aims to help address healthcare system inefficiencies and inequalities in Australia and overseas. It also supports government and industry to articulate structural reforms and design policies to address access, affordability, universal coverage to improve health outcomes.
