The Centre for Health Economics (CHE) offers regular short courses.

These courses aim to increase knowledge of health economics and health economic methods, particularly in their application to the Australian health care system.

We recommend completing our two May 2026 courses concurrently. A discount is available for participants who purchase both the Economics of Primary Care and the Economics of Mixed Health Systems courses in a single transaction.

Economics of Primary Care (26 May 2026) View

Overview

Our Economics of Primary Care course introduces participants to evidence on the key economic issues facing primary care. The course content covers the role and impact of primary care in health systems, the effects of different financing and payment models on primary care, and the economics of the primary care workforce.

The course will explain key economic concepts and equip participants with up-to-date understanding of how economists think about primary care and the relevant economic evidence. Participants will be guided through worked examples demonstrating how and why economics can be applied to improve policy and practice.

Learning outcomes

At the end of the course, participants will:

Understand how economists think about key issues relevant to primary care.
Be familiar with the latest high-quality academic empirical evidence.
Be able to use economic thinking to help improve policy and practice.
Be able to analyse and predict the intended and unintended effects of policy interventions.

Who should attend?

The courses are suitable for those who want to increase their familiarity with the application of economic concepts and economic thinking to current policy issues and debates using the latest evidence. No previous knowledge of economics is required, and the material will be presented in a non-technical way.

Teaching staff

Professor Anthony Scott, Director, Centre for Health Economics, Monash Business School, Monash University

Prof Scott is an elected Fellow of the Academy of the Social Sciences in Australia, a Past President of the Australian Health Economics Society, and was a Board Director of the International Health Economics Association. His research interests are in the health care labour markets, physician behaviour, and healthcare financing and incentives.

Overview

The Economics of Mixed Systems short course introduces participants to the economic principles underlying Australia's complex public-private health care system. Topics include understanding the role of private health insurance, consumer demand for public and private care, waiting time dynamics, supply-side factors such as physician dual practice and cream-skimming, and contemporary issues facing the sector.

Evaluate the rationale for—and effectiveness of—private health insurance incentives.
Analyse supply-side dynamics including dual practice, co-location, and cream-skimming behaviour.
Apply economic thinking to assess intended and unintended effects of policy interventions.
Critically assess claims about the role of private health in relieving public system pressures.

Teaching staff

Associate Professor Terence Cheng, Theme Lead (Health Financing and Market Organisation), Centre for Health Economics, Monash Business School

A/Prof Cheng is an expert on the economics of public and private health systems. He has published extensively in leading international journals on topics covering public and private healthcare and insurance, medical labour markets, international markets for healthcare, and health and well-being. He is currently on the editorial board of the international journal Health Systems and Reform.

A/Prof Cheng has held academic and research appointments at universities in Australia, Singapore and the United States. He returned to Australia in 2024 after a three-year stint as a Research Scientist of Health Systems Research and Policy at the Harvard T.H. Chan School of Public Health. He has consulted for the World Health Organisation, the World Bank and various government departments in Australia.
