We are launching a new webinar series, 'In Conversation', which invites project management practitioners and other industry leaders to bring their expertise to the table on a range of critical industry topics.
This panel brings together an enormous breadth of knowledge of some of the major public infrastructure projects taking place across the country at the moment.
We look forward to engaging in a stimulating conversation about delivering mega projects, dealing with complexity, benefit realisation and most recently coping with the impact of COVID-19 in a project management context.
This event will be hosted by Dr Chivonne Algeo, Program Director of the Master of Project Management at Monash Business School.

Luke Belfield
Director, Asset Strategy and Projects, Department of Treasury and Finance
Luke is currently the part time Acting Victorian Chief Engineer and Director within the Office of Projects Victoria. He has had a diverse background having previously worked in a variety of roles at the Department of Premier and Cabinet, as a management consultant for PwC and EY, as a project manager for a metropolitan based water utility and as an engineer for a large global engineering consultancy in the oil and gas and petrochemical industry.
Luke is an experienced infrastructure professional with over 15 years of experience in policy, technology and business strategy, project management, and organisational and process optimisation in asset intensive sectors.
He also has extensive experience leading multidisciplinary teams for large-scale complex infrastructure investments, accountable for delivering and managing multiple concurrent projects from pre-business case development through to operational handover and decommissioning.
Richard Foster
Chief Examiner and Unit Coordinator - Consulting Projects, Monash Business School
Richard started in the legal profession in 1997 and went on to work in roles spanning telecommunications providers, banks and finance companies, involving the investigation and prevention of corporate crime. He later worked in commercial law and in 2004 was appointed a Conciliator for the Energy and Water Ombudsman. Richard went on to cut his teeth in the community welfare sector with UnitingCare before being appointed the Chief Executive Officer of the Financial and Consumer Rights Council.
In 2010, Richard joined Monash University where he helped pioneer multi-disciplinary practice within its law faculty. In 2012, he was made an Industry Fellow of its Faculty of Business and Economics, where he now oversees student consulting projects in its Work Integrated Learning program. He also has an impressive media record as a commentator and co-host on 774 ABC Melbourne, and is a regular newsreader on FM radio.
Pelagia Markogiannakis
Director of Project Controls, Major Roads Projects Authority
Reporting to the Executive Director, Development and Performance, Pela is responsible for supporting the development and delivery of the Major Roads Projects Victoria portfolio of projects (annual value of $800m, total portfolio value $9.5b), provide guidance and advice to project teams in program management, cost, risk, quality and assurance.
Pela has been in our Navy for over 34 years holding the rank of Lieutenant Commander. She has held bold transformational executive roles in engineering, infrastructure, asset management and project management. She is a trusted advisor to CEOs, executive teams, and boards of directors on development, project planning and infrastructure design, controls and delivery. Pela is often considered the company “conscious”, always ethical with an unwavering commitment to innovation and continuous improvement. She has led PMOs and Project Controls departments. Pela has significant commercial experience particularly in infrastructure and the defence industries and joined MRPV in late 2018.
Peter Munro
General Manager Infrastructure, Metro Trains
Peter currently manages the Infrastructure for Melbourne's train network, with 1000+ highly skilled track, signals, comms, electrical, structures, facilities and vegetations management team members predominately self-performing over $360m of critical works annually.
Prior to this at Metro, he led the 3000+ strong Operations and Network Operations teams (including train drivers, customer service staff, authorised officers, train controllers, operational planning, safety, security and operational readiness teams).
