Dr Mhamed Biygautane is a Lecturer in Public Policy in the School of Social and Political Sciences, the University of Melbourne. He holds a Ph.D. and a Master of Public Policy and Management from Monash University in Australia, and was the recipient of numerous prestigious international scholarships such as the Endeavor Scholarships and Fellowships (Australian government), the Mohammed bin Rashid Al-Maktoum Fellowships (UAE government), and Partnerships for Learning Undergraduate Studies (PLUS) program (USA government).
