Mr Martin Foo

Mr Martin Foo is a Director and Lead Analyst at S&P Global Ratings (formerly Standard & Poor’s). As a sovereign credit analyst, he assesses the creditworthiness of governments (national, state and local), universities, social housing providers and municipal funding agencies across the Asia-Pacific region. He has been the primary analyst for several high-profile countries, including Australia, New Zealand, Bangladesh and Papua New Guinea. He is also a regular spokesperson for the company, presenting at industry conferences, media interviews and bond investor roundtables.

An economist by training, Mr Foo previously worked at the Australian Treasury, the Australian Centre for Financial Studies (now part of Monash University), and as an Australian Youth Ambassador for Development in Mongolia. He has previously been a member or delegate to the Pacific Forum Young Leaders Program, European Union-Australia Emerging Leaders Forum, Australia-Papua New Guinea Emerging Leaders Dialogue, St. Gallen Symposium, and an ambassador for the Banking and Finance Oath.

Mr Foo is a respected voice in sovereign credit analysis. He presented at the Pacific Regional Debt Conference in 2022, and the Australian Securitisation Conference in 2025. His opinion pieces have been published in The Australian and East Asia Forum, and his views have been sought by the Australian Financial Review, The Western Australian, The Sydney Morning Herald, SBS Australia and others.

Mr Foo graduated from Monash University on the Dean’s Honours List in 2019, with a Master of Business Economics. He was also part of the Business School Industry and Alumni Mentoring program over 2022-2023.
