Joanne Marshall

Ms Joanne Marshall is the Deputy Commander for the Department of Education and Training’s COVID-19 Incident Coordination and Response Team.

A key leader in education service delivery, reform and policy and program development and implementation, Ms Marshall has worked in the education sector for 13 years.

Ms Marshall has held several leadership and executive roles within the Department of Education and Training.

Her work has championed continuous system improvement for the inclusion, achievement, and academic excellence of Victorian learners across early childhood, schools and higher education.

Ms Marshall has 20 years’ experience in the disability sector.

She is passionate about the inclusion, access, and participation of learners within education.

Prior to her role as Deputy Commander, Ms Marshall led the development and implementation of the Department’s rapid antigen test pilot and program which aimed to minimise lost onsite teaching and learning time for students following COVID-19 exposure.

This pilot was pivotal to the development of Victoria’s ‘Back to School’ plan and led to the delivery of 39 million rapid antigen tests across education settings in Term 1, providing free supplies for staff and students in Victorian schools.

Ms Marshall’s commitment to the Inclusive Education agenda saw her lead the Department of Education and Training’s Disability Inclusion reform implementation and service delivery plan, and the associated regional workforce resources which underpin this reform.

As the Executive Director, Early Childhood and School Support, Ms Marshall led a team of professionals focussed on promoting and supporting the health, wellbeing and inclusion of learners aged 0-18 years across the South Western Victoria Region. Ms Marshall also led the South Western Victoria Region’s Lookout Centre, which is committed to the support and educational engagement of learners in out-of-home-care.

Ms Marshall has been a member of several project control boards, committees, working and advisory groups in the areas of education, inclusion, disability, health and wellbeing.

Ms Marshall’s unique career path saw her qualify as an Orientation and Mobility Specialist and Guide Dog Mobility Instructor prior to her registration as a psychologist. In 2004 and 2005, Ms Marshall was a recipient of consecutive Betty Amsden scholarships for the professional development of Guide Dog Mobility Instructors.

An experienced psychologist, Ms Marshall owns and is the principal psychologist at Reflective Counselling and Psychology, a private practice focussed on the provision of psychological services to adolescents and adults. Ms Marshall also co-leads the Melbourne CBD Australian Psychological Society’s Peer Consultation Network.

Ms Marshall holds a Bachelor of Science (Psychology), Postgraduate Diploma of Psychology, Certificate IV Vision Support and a Diploma of Guide Dog Mobility Instruction. Ms Marshall graduated from Monash University with a Master of Counselling and more recently, an Executive Master of Public Administration.
