Felicity Topp

Ms Felicity Topp is a highly respected healthcare executive whose 35-year career spans clinical, operational, and strategic leadership across some of Victoria’s most significant health institutions.

Beginning her journey as a nurse after completing a Diploma in Nursing at the Lincoln Institute of Health Science, Ms Topp’s commitment to lifelong learning has guided her rise through the healthcare ranks. She holds a Bachelor of Health Sciences in Nursing, a Graduate Diploma in Health Counselling, and a Master of Public Health from Monash University.

Her early career included critical care training at the Royal Melbourne Hospital and international experience managing intensive care units in Saudi Arabia after the Gulf War. Returning to Australia, Ms Topp spent 15 years at the Royal Melbourne Hospital, where she ultimately became Director of Operations and Chief Operating Officer. She later served as Executive Director of Medical Services at Barwon Health, gaining valuable insights into regional health services.

As Deputy Chief Executive at the Peter MacCallum Cancer Centre, Ms Topp worked with the Peter Mac team in the relocation of the centre to Parkville, while leading significant digital integration projects across the Parkville Precinct.

In her most recent executive role, Ms Topp served as Chief Executive of Peninsula Health, where she led the $1.1 billion redevelopment bid for Frankston Hospital which will soon open as the Peninsula University Hospital, and the acquisition and transformation of Frankston Private Hospital into a public surgical centre. She forged a strong partnership with Monash University to create an Academic Research Centre and secured in partnership with Monash University $32 million in funding for the National Centre for Healthy Ageing.

Now working as a consulting executive and executive coach, Ms Topp provides strategic guidance across the healthcare sector, helping to shape future leaders and organisational direction. She currently serves on the Boards of Monash Health and the Australian Community Support Organisation (ACSO), and is a Council Member at Victoria University.
