Victoria’s Early Parenting Centres Outcomes Framework

Victorian Early Parenting Centres (EPCs) are currently undergoing significant expansion from three to ten centres. This historic expansion recognises the urgent need to support families with children aged zero to four years.

To support the expansion and the ongoing service delivery provided by EPCs, the Health and Social Care Unit (HSCU) led the development of an Outcomes Framework and implementation plan for the framework to be embedded in all Victorian EPCs.

A co-design approach was utilised in the development of the Outcomes Framework, ensuring all key stakeholders contributed to the development of a relevant, appropriate, useable, and sustainable framework.

Recognising that it takes a ‘village’ to care for and nurture a child. This unique comprehensive Outcomes Framework details outcomes across socio-ecological levels: 1) child; 2) carer / parent / family; 3) community; 4) workforce; 5) EPC and 6) government.

The EPC Outcomes Framework is the foundation for future research and evaluation of the critical support provided to Victorian families by EPCs.
