Community Activation Hubs

Placed-based platforms for evidence-led, community-shaped change

Community Activation Hubs are the on-the-ground capability of ACTIVATE: real-world settings where governments, communities and research come together to identify priorities, co-design solutions and test what works.

Each Hub is anchored in a defined geographic focus area aligned to local strategy and need. Within that area, we build a rich understanding of how people travel, what holds them back and what would change their decisions. We co-design interventions with the community, spanning infrastructure, safer speeds, behaviour change, technology and policy, and evaluate their impact across the diverse outcomes, such as mobility, safety, health, environmental, equity and economic impacts.

By embedding lived experience into every stage, Community Activation Hubs create the local ownership that makes change politically and practically durable. By connecting Hubs across communities, ACTIVATE builds a national platform for sharing what works, and scaling what’s ready.

What a Community Activation Hub delivers:

  • Robust evidence of what works, for whom and under what conditions
  • Solutions co-designed with the people who will use them
  • Real-time evaluation that adapts interventions as they are delivered
  • Stronger cross-sector collaboration between government, research and community
  • Smarter, more accountable investment decisions

Flexible by design

The Hub model adapts to a wide range of contexts, such as activity centres, growth areas, regional towns and dense urban centres. It supports a range of policy objectives, such as increasing active and public transport uptake, improving safety, addressing inequities, reducing emissions and enhancing wellbeing.
