Second, it investigates how firms strategically share customer data to reduce price competition, demonstrating that while such practices may improve targeting efficiency, they can also reduce consumer surplus.
Third, it evaluates privacy regulation frameworks, advocating for transparent, choice-based data policies that safeguard consumer privacy without unduly restricting innovation in data-driven markets.
