Monash Mildura Primary Care Training Pathway: Regional Entry Scheme

The Monash Mildura Primary Care Training Pathway: Regional Entry Scheme (MMPC) is a special admission scheme designed to address the critical shortage of general practice (GP) doctors in Mildura. The scheme provides Commonwealth Supported Places (CSPs) for 10 domestic students and supports them to complete their entire medical degree in Mildura. The MMPC helps future GPs to study locally so they are more likely to stay in the region.

How does it work?

You will complete the pre-clinical year of the graduate entry Bachelor of Medical Science and Doctor of Medicine (MD) at Monash Mildura General Practice Academy where you will be provided with the opportunity for hands-on learning about the specific and unique health needs of rural and regional settings. In the following three clinical years, you will work closely with the Mildura community through a diverse range of primary care placements designed in collaboration with local health partners.

The program is open to graduate students who have lived in Mildura or another rural area for at least five years consecutively, or 10 years cumulatively, and have graduated with an eligible health degree.

Eligibility - Domestic applicants only

To be eligible for consideration you must have completed one of the following degrees (or equivalent) with a minimum weighted average mark (WAM) of 70:

  • Bachelor of Biomedical Science or
  • Bachelor of Pharmacy (Honours) or
  • Bachelor of Physiotherapy (Honours) or
  • Bachelor of Science with specified units* or
  • Bachelor of Nursing or
  • Bachelor of Dentistry

Applicants must also have completed their first degree within 10 years of the commencement of this course.

Bachelor of Science specified units

* The science degree must have significant and broad biomedical science content with a minimum of 5 of the following units (or equivalent):

  • BCH2011: Structure and function of cellular biomolecules
  • BCH2022: Metabolic basis of human diseases
  • DEV2011: Early human development from cells to tissues
  • DEV2022: Human anatomy and development: Tissues and body systems
  • GEN2052: Genomics and population genetics
  • IMM2011: Basic immunology: The body's defence system
  • IMM2022: Immunology in health and disease
  • MIC2011: Microbiology foundations and global applications
  • MIC2022: Microbes in health and disease
  • MCB2011: Molecular biology and the cell
  • MCB2022: The dynamic cell
  • PHA2022: Drugs and society
  • PHY2011: Neuroscience of communication, sensory and control systems
  • PHY2032: Human physiology: Hormonal and digestive systems
  • PHY2042: Human physiology: Cardiovascular, respiratory and renal systems

Rural background

You will also need to provide evidence of rural background. Rural background is defined as residence, according to your principal home address, for at least:

  • 5 years consecutively, OR
  • 10 years cumulatively.

This duration must be met in areas classified as MM2 through to MM7 under the Modified Monash Model and must be met at the time of application. The classification of your current and previous addresses can be checked by consulting the Health Workforce Locator. Any addresses you provide must have been your primary residence. If you attended boarding school, you can use your family's primary home as your qualifying address. Please note, you cannot use holiday homes, secondary residences, or investment properties to meet rural background requirements.

To check if your address is eligible:

  • Visit the Health Workforce Locator website and click 'Start the locator now'
  • Start typing in your street address and select from the dropdown list as you type
  • The tool will display the MM classification of the address. Please refer to the most recent MM classification
  • Addresses classified as MM2 - MM7 are eligible for consideration

Application and Selection Process

You will apply for the MMPC when you complete your course application. You must include:

  1. Supporting written statement
  2. Evidence of previous study (10 years recency)
  3. Evidence of rural background

Please ensure that all required documents are uploaded as part of your application. You may submit these files in any of the designated upload sections within the portal.

Supporting written statement 

A short narrative (up to 500 words) addressing the following:

  • Your interest in rural medicine;
  • Your connections to the rural community (provide examples of service and involvement in your community and what motivates your contribution to your rural community);
  • Evidence of your capability to engage with a primary care-focused curriculum (prior experiences and independent learning skills).

Evidence of rural background

You will be required to provide supporting documentation as part of your application. Your evidence must cover all time periods and addresses you include in your application.

All documents must be clear, legible and in colour. The file must be in PDF format.

Acceptable documentation includes either:

  1. A completed statutory declaration from the applicant and a letter of support; or,
  2. A completed statutory declaration from the applicant and documents to prove residence.

All information and documentation must be accurate and complete. Providing false information may be considered fraud and will be treated seriously by the University. Falsifying documents may also amount to a criminal offence.

Letter of Support

A letter of support must be from a registered medical professional (e.g., GP, dentist, pharmacist) or a school principal, and must include:

  • Official letterhead with contact information
  • Date and signature of the professional
  • Clear statement of how you are known to the writer
  • Detailed listing of your rural address history with specific time periods
  • Evidence that the professional is based in or near the rural area you are claiming residence
  • If the professional is not local to that area, an explanation of how they can verify your rural residence

Documents to Prove Residence

Documents to prove residence do not need to be certified. Documents may include:

  • Utility bills (electricity, gas, water)
  • Telephone or internet bills
  • Bank statements (only the first page with address is required)
  • Centrelink statements
  • Lease agreements

You don't need to provide documentation for every month. A reasonable sampling of documents that demonstrate your residence over time is sufficient. For example, 1-2 documents per year (spaced throughout the year) would be appropriate for a 5-year consecutive period or a 10-year cumulative period.

Unacceptable Documents and Claims

The following will not be accepted:

  • Rates notices
  • Claims for residences where you did not primarily live (e.g. secondary residences or holiday homes)
  • Claims for time periods in the future
  • Claims for addresses outside MM2 - MM7 regions

Age-Specific Requirements

  • For periods when you were under 18, documents may be in a parent/guardian's name but must be accompanied by a statutory declaration from that parent/guardian
  • For periods when you were over 18: Documents must be in your name only

Extra Requirements

Police checks

You must have a current Police check regarding their suitability to undertake placements. Refer to the faculty's website police checks page.

Working with Children checks

You must have a current Working with Children check regarding their suitability to undertake placements. Refer to the faculty's website Working with Children checks page.

Immunisation and infection requirements

In accordance with the National Health and Medical Research Council recommendations, this course requires that you comply with the faculty's Immunisation and vaccination policy and procedures.

These are designed to provide maximum protection against the increased risk of some vaccine- preventable diseases for students, patients and workers in a health care setting.

Personal Protective Equipment (PPE)

As a healthcare student you will be required to wear PPE to prevent the transmission of Covid-19 on clinical placements. The removal of facial hair may be required for fit testing of masks as a lawful and reasonable direction by healthcare settings.

First Aid

It is highly recommended that you hold or attain by the end of first semester of the medicine program, a current registered level 2 or senior first aid certificate.

* Note: Applicant checks are not required prior to offer, but after acceptance of offer prior to commencing clinical placements.

Inherent Requirements and Reasonable Adjustments

To meet the requirements of the Bachelor of Medical Science and Doctor of Medicine at Monash, you need to demonstrate that you have the abilities, knowledge, and skills to achieve specific core learning outcomes. These are called inherent requirements, and they are embedded in the course and unit learning outcomes.

Monash promotes access and equity for students who have a disability, ongoing medical or mental health condition by providing reasonable adjustments. Reasonable adjustments refer to measures or actions taken to enable students with disability to participate on the same basis as other students and reduce the impacts of their condition on their studies. If you have an approved reasonable adjustment, it is not an adjustment to the inherent requirements of the course but an adjustment to how you can fulfil the inherent requirements. If it is determined that inherent requirements cannot be met, even by implementing reasonable adjustments, we can provide guidance regarding other possible study options.

Preferred Selection

There are three tiers of rural classification for preferred selection into this program.

Preferred selection priority 1Evidence of rural background from the defined Mildura regional geographic catchment area (MM2-7)
Preferred selection priority 2Evidence of rural background from rural Victoria (MM2-7)
Preferred selection priority 3Evidence of rural background from other parts of rural Australia (MM2-7)

Shortlisted students will be invited to attend an interview (MMI) based on the written statement, rural classification and WAM.

Indigenous Entry Scheme

Indigenous Australian applicants can apply for the MMPC Bachelor of Medical Science and Doctor of Medicine through the Indigenous Entry Scheme. Applicants will be exempt from competitive ranking and will instead complete a panel interview. The panel interview involves meeting with an all-Indigenous panel which includes academics, student engagement staff, and a community member. This replaces the Multiple Mini Interview (MMI). Interviews will be held in Mildura in mid-January 2026. Dates to be advised. If attending in person presents a difficulty, please contact medicineadmissions@monash.edu to discuss the possibility of alternative arrangements.

Successful applicants must be ready to commence in February 2026, as deferrals are not permissible.
