Urban-Rural Mosaic

Urban-Rural Mosaic is part of Monash University’s Urban Transformation Network (UTN), established with Bolster funding in 2024. UTN unites key Monash entities—Monash University, Australia, Monash University, Indonesia, Monash University, Malaysia, and the Informal Cities Lab—to collaboratively address urban challenges. Our primary partnerships include UNTIRTA (state university in Serang), BAPPEDA Banten (provincial planning), BAPPENAS (national planning), BRIN (Indonesia’s research authority), the Victorian Heart Institute, and the Kanggan Community NGO, which focuses on kampung-based eco-tourism.

Supported by research from Master’s and PhD students in urban design, smart cities, and environmental science, Urban-Rural Mosaic integrates these findings into its approach. In August 2024, Monash University, Indonesia launched the collaboration with a workshop to establish primary research and action themes, positioning Urban-Rural Mosaic as a catalyst for interdisciplinary innovation.

To design credible, actionable models for sustainable growth in Banten’s cities, towns, and regions, empowering communities across Indonesia and inspiring the world.
Banten, a rapidly urbanising province in Java, Indonesia, is located near Jakarta—the country’s economic powerhouse.
With its strategic location next to Jakarta, one might expect Banten to thrive, basking in the light of its prosperous neighbour. Instead, Banten remains in Jakarta’s economic shadow, grappling with poverty, health disparities, environmental degradation, and planning capacity gaps. Economic polarisation is stark, with the wealthiest areas generating over 30 times the GDP per capita of the poorest, leading to sharp disparities in health, education, and opportunity.
Banten’s rapid growth intensifies a complex set of overlapping challenges, complicating sustainable development, and impacting habitat, health, and prosperity:
- Habitat Challenges: Urban sprawl and environmental strain threaten both built and natural habitats, with issues like deforestation, pollution, and seismic risks.
- Health Disparities: Unequal access to healthcare and rising health risks, including both communicable and non-communicable diseases, severely impact public well-being.
- Prosperity and Socioeconomic Inequality: Economic disparity is stark; some areas thrive, while others lack essential resources, jobs, and services.
- Cultural Heritage Risk: Accelerated urbanisation endangers heritage sites, local wisdom, and the unique Badui culture, challenging preservation efforts.
- Planning Capacity Gaps: Cross-sector integration and modern planning tools are essential for adaptive, sustainable growth.

Building Actionable Models

Our aim is to foster Banten’s sustainable growth, address health and economic inequalities, and enhance resilience while preserving its cultural and environmental heritage. We strive to create actionable models for sustainable growth that can serve as a format across Indonesia, Southeast Asia, and beyond.

Urban-Rural Mosaic acknowledges the importance of established practices within government and communities, building on these foundations to address sustainable development challenges in fast-urbanising regions of Indonesia and beyond. Instead of focusing solely on cities, the platform targets vital connections across built and natural environments, health, education, economies, and living standards, emphasising the interdependence of cities, towns, regions, and ecologies.
Guided by the “mosaic” concept—envisioning interconnected communities of both human and ecological systems—the mission is to create a balanced, integrated urbanisation model that complements metropolitan growth. The platform operates on five core principles:
1. Compact Polycentric Network: Compact cities, towns, and villages connected by efficient transport and decentralised technology.
2. Healthy and Resilient: Environments that support well-being through access to quality healthcare, preventive health initiatives, and mental health services.
3. Mixed-Use Economies: Economies integrating commerce, services, manufacturing, and housing, enhanced by smart technology.
4. Nature-Based Solutions: Circular solutions including ecosystem restoration, water regulation, and climate resilience.
5. Smart and Secure Governance: Decentralised governance and high-quality data to support informed community participation.
A foundational element of our approach is the Data Commons, which brings together the best available data on Banten, serving as a reliable basis for research, planning, and decision-making. Hosted by Monash University, Indonesia, the platform fosters interdisciplinary and cross-sector collaboration, grounded in sound theory, data analytics, creative design, equity, and place-sensitive practices. This collaborative approach connects local expertise—from government planning agencies, commercial developers, and NGOs—with international partners in Malaysia, Australia, and beyond. Together, they advance sustainable urbanisation, inform national policy, and contribute to global debates on urban development.
If successful, Urban-Rural Mosaic will serve as a scalable model for sustainable growth across Southeast Asia and beyond. Recognising that many regions near large cities and metropolitan hubs face similar challenges, we aim to conduct global comparative research, leveraging our Data Commons with its extensive datasets and innovative data analytics. By drawing insights from Banten and beyond, the platform can inform sustainable urbanisation policies worldwide, particularly in areas near major cities that remain underserved by economic prosperity.
