Pay As You Use (PAYU) parking is used across all campuses to make parking on campus fairer, flexible and easier for staff and students. By using the CellOPark app, you only pay for the time that you park on campus.
Staff and students attending our campuses use the CellOPark app to pay for parking in Blue or Red permit areas (except for staff and HDR students who hold a 28-day vPermit). Check the information below to find out how and where you can park on campus.
How to park when you arrive on campus
When you arrive on campus, your daily PAYU parking is registered through the CellOPark app. For assistance in downloading and registering your account, see Setting up your CellOPark account.
To start a parking session using the CellOPark app:
Open the CellOPark app when you park
On the Street Parking screen, select Monash University location and the code for the area you are parking in. For example: 3800521 - Clayton - Blue. The zone code for your parking area is displayed on signage in the car park.
Select the vehicle you are using, ensuring the vehicle registration is correct. If you drive a different vehicle to campus, make sure you select the correct vehicle registration number in the CellOPark app.
Press START
When you are ready to leave campus, press STOP and you'll only pay for the time you park. If you park for less than 5 hours and don’t press STOP you will be charged the maximum daily rate. The daily cap is 5 hours, so if you park for longer than 5 hours you do not need to press STOP when you are ready to leave campus.
If you do not have a mobile phone or have forgotten your phone you can start a CellOPark session either online at www.cellopark.com.au or by calling CellOPark on (03) 9111 1799 or 1300 CELLOPARK.
Daily PAYU parking is registered through the CellOPark app.
The CellOPark Guide explains how to register on the app and start and stop your parking sessions, or you can follow the steps below:
Download the CellOPark app from the App Store (on iPhone) or the Google Play Store (on Android).
Enter your mobile number.
Complete the registration details: name, email, postcode
Insert your 8-digit student/staff ID & select Monash University in the institution section. Staff must input their entire 8-digit number including any leading zeros. To have access to staff and student rates, ensure you have your ID validated on your profile - your account must show either Staff or Student
If you select Premium reminders, there is a monthly fee.
Create Password: enter the SMS code & create your password
Set up your credit, debit or pre-paid card.
Select Add Vehicle and enter your vehicle registration plate number. You are now ready to start your parking session.
You can also: register online at www.cellopark.com.au or register by phone: call (03) 9111 1799 or 1300CELLOPARK
CellOPark users have the option to opt in for Premium services. Premium services will give you extra features, such as the iMoved feature which will prompt you to end your parking session when it detects your vehicle is moving whilst your session is still running.
There is a monthly fee of $1.99 for each vehicle that you have registered in CellOPark, capped at $4.99 per month. You will only be charged the Premium Services fee during months in which you have created CellOPark sessions.
You can opt-in to Premium services by selecting the “I would like to enable premium reminders” tick box when creating your CellOPark account.
To cancel Premium services, you will need to log into your account on the CellOPark website and select Downgrade in the CellOPark premium box.
Parking is charged at the end of each billing cycle to the credit, debit or prepaid card associated with your CellOPark account.
The CellOPark billing cycle concludes on the 24th of each month. Payment against your card will typically be processed by CellOPark on the 25th or 26th of each month for the parking on campus in the previous month. An invoice will be sent to your registered email address after the 24th of each month outlining your parking fees.
You can check your parking history in the My Account section of your CellOPark account to see the days and times you have parked on campus and the associated cost. Access this through the menu options in the CellOPark app.
CellOPark sessions may be used when you visit multiple locations in a day.
There are different parking restrictions at different campuses. To ensure your one CellOPark session complies with the parking regulations at both campuses, if parking at:
Caulfield at any point during the day, start your parking session using the Caulfield campus code (Blue or Red).
Parkville at any point during the day, start your parking session using the Parkville Red code.
When parking only at Clayton and Peninsula in a day, start a parking session for the location where you park first.
Zone codes for off campus locations at Clayton campus are excluded from the cross-campus travel arrangement. The off-campus zone code is only valid at Blackburn Road and 211 Wellington Road car parks and is not valid at any on campus location. If you will be travelling on campus at any time on a given day, please start your session using the on-campus parking code.
The University uses Licence Plate Recognition (LPR) technology to confirm that a vehicle has a valid parking session or permit.
It is critical that you enter your number plate correctly into the CellOPark app. If your vehicle registration number is incorrect it will not be recognised and you may be issued a parking infringement. If you are unsure about your registration number, you can check online at the VicRoads website.
Registered more than one vehicle in CellOPark?
If you use different vehicles to drive to campus, make sure you select the specific vehicle you are using through the CellOPark app. Activating the correct vehicle registration details in CellOPark when you park will ensure a parking infringement is not issued.

Students are eligible to park in Blue permit areas all day, and Red permit areas after 10.30am.
Staff are eligible to park in Blue and Red permit areas all day at all campuses
Permit parking at Parkville campus is restricted to Parkville staff only.
Parkville staff can use the CellOPark app for PAYU parking in the Red permit area or purchase a Parkville Red 28-day permit.
To access the Red permit area (under Building 402), please take your staff ID to the Monash Security office located at G30 ground floor Scott Building to have access applied.

Additional information for staff
There are 28-day parking permit and salary packaging options available for eligible staff.
Staff and HDR students may purchase 28-day permits through the vPermit system. A 28-day permit is suitable for staff and HDR students who drive to campus every day, and would prefer to use a permit rather than starting daily parking sessions through the CellOPark PAYU app.
Payment for the 28-day permit is either by credit card or salary sacrifice. A 28-day permit cannot be cancelled and no refunds are issued for these permits. A new permit can be purchased each month from the vPermit system and you will receive a reminder to renew your permit seven (7) days prior to the current permit expiring. The following instructions outline how to purchase a 28-day permit.
Go to the Travel & parking tile in the my.monash portal and select: Buy/manage parking permits. This will take you directly to the vPermit system
Select Apply for a permit
Select your campus from the drop-down menu
From the list, select either the 28-day credit card or salary sacrifice permit option
Input your vehicle registration details and nominate an Active vehicle
Select Next
On the payment confirmation screen, review the details and if correct, acknowledge reading the Terms & Conditions and select Activate. You will receive an email confirming your registration of this permit.
Seven (7) days before your 28-day permit expires you will receive an email asking if you would like to register a further 28-day permit.
To re-register for another 28-day permit, log-in to the vPermit system via the Transport & parking tile and select the Purchase Again button. Your new permit will automatically commence once the current permit ends. If you do not renew your current permit prior to it expiring, you will need to repeat the steps listed above.
If you drive a different vehicle on campus while holding a 28-day permit, make sure the relevant vehicle registration is activated in the vPermit system when you park to avoid an infringement.
If you have an active 28-day permit, you will not need to use CellOPark to register your parking sessions. Simply find an available parking space in the relevant zone, depending on your vPermit.
For eligible staff, the process for salary packaging your parking fees depends on whether you are using CellOPark or a 28-day permit. For detailed information about how salary packaging works with PAYU see the Salary Packaging FAQs.
Salary packaging with CellOPark
If you apply to have your CellOPark fees salary packaged:
The full amount of your parking fees will be charged to your nominated credit card each month; then
The GST amount of your parking fees will be reimbursed to you through your payslip, in the next available pay cycle.
To register for salary packaging, you must do the following before parking on campus:
If you purchase a salary sacrifice 28-day permit, the monthly cost of your permit will be deducted from your salary each month. Please refer to How to purchase a 28-day permit.
Parking prices
Parking rates in permit areas are charged by the minute, with a 5-hour maximum daily cap.
Parking rates in each parking area vary depending on the time of year.
Peak pricing
During peak periods of the University calendar where there is increased demand for parking on campus, Peak parking rates will apply. This has been introduced as a capacity management measure, and to increase the likelihood of finding a park when demand is high. We encourage you to consider public or active transport options during these peak periods.
In 2024, Peak pricing will be implemented in Blue, Red, Chancellery Red and Green permit areas in the following periods:
Week 1 to Week 4 in Semester 1
During May & September graduations (Clayton campus only)
Week 1 to Week 4 in Semester 2
