Staff and students
Monash University operates a parking permit system for students and staff. Permit areas are defined by different colours, each with varying eligibility for usage.
Permits differ depending on whether you are a student or staff member. There are different options available for students, staff, emeritus staff, executive staff and Monash Residential Services.
Students
Permit parking is provided on a Pay As You Use (PAYU) model. Using your mobile phone or computer, you start and stop your parking session with CellOPark and only pay for the time you are parked, charged by the minute.
Parking locations
The most affordable option for students is parking in Blue permit areas on campus and selecting the Blue zone option on CellOPark.
At select campuses, you are also able to utilise the Red permit areas after 10.30am at the Red zone rate. Please note that Red permit parking is reserved for staff before 10.30am.

Once you start a Blue parking session, you can travel between campuses parking in Blue permit areas without having to start a new session.
Once you start a Red parking session, you can travel between campuses parking in Blue or Red permit areas without having to start a new session (except Parkville).
Staff
Permit parking is provided on a Pay As You Use (PAYU) model, meaning you only pay for the time you actually park.
PAYU options
You can either pay as you use on a daily basis or in 28-day blocks.

Salary packaging
Eligible staff can salary package their parking when using either daily or 28-day parking options.

Parkville campus
- Parkville Red permits and PAYU can only be purchased by Parkville staff.
- To park in the Red permit area (under Building 404), please take your staff ID to the Monash Security office located at G30 ground floor Scott Building to have access applied.
Emeritus Staff
Emeritus staff, who are not paid employees or students of the University, can apply for a free Blue Emeritus parking permit through the vPermit system.
Honorary and Adjunct staff can either Pay-As-You-Use (PAYU) or purchase a 28-day parking permit .

Blue Emeritus permits allow parking in Blue areas on any campus.
Applications
Application for a permit can be submitted online via the vPermit system by following these steps:
- Sign in to vPermit with your Monash account.
- Navigate to My Permits, and then click the Apply for a vPermit button.
- Select your campus from the drop down list, and then permit that you require:
- Emeritus Blue Parking Permit - Annual - Clayton
- Emeritus Blue Parking Permit - Annual - Caulfield
- Emeritus Blue Parking Permit - Annual - Peninsula
- Enter your car registration details.
- Click Next, and then read and agree to the Terms and Conditions before finally clicking Activate.
Applications will be reviewed and approved by Buildings and Property.
Executive Staff
Chancellery Green permit
Approved senior executive staff can apply for a Chancellery Green parking permit through the vPermit system or they can use the PAYU system though CellOPark.
Parking locations
Chancellery Green permits are allowed to park in Green, Red and Blue permit areas on any campus as well as the Chancellery car park at Clayton campus.

vPermit
The vPermit portal will automatically calculate and charge a pro-rata amount if you are purchasing your annual permit after the start date.
Pay As You Use (PAYU)
Eligible Chancellery staff are able to use CellOPark for Pay As You Use (PAYU) parking within designated Green permit areas across the university car parks.
Car park access and parking
If you intend to use the Green PAYU code, you will need to register your vehicles before arriving.
- Register for access to the Green PAYU code by registering for a ‘Chancellery Building PAYU Registration Permit’ in vPermit.
- Download the CellOPark Australia app and register your account.
- Start a parking session in CellOPark to pay for your parking each time you park, using code 3800600 for the Green PAYU parking.
Parking zone code
Green permit parking areas require the use of zone code 3800600 in CellOPark.
Chancellery Red permit (PAYU)
Eligible Chancellery staff are able to use CellOPark for Pay As You Use (PAYU) parking within designated Red permit areas in the Chancellery car park.
Please note that the Red permit area is limited in supply and parking is made available on a ‘first come, first served’ basis. A parking space cannot be guaranteed for you when using PAYU parking.

Chancellery Red permit parking sessions are valid in Chancellery Red permit spaces in the Chancellery car park at Clayton campus, as well as other Red and Blue permit areas on any campus.

Daily sessions will be charged by the minute with a 5-hour maximum daily cap.
Car park access and parking
Access to the Chancellery car park is controlled by an automated door. If you intend to park in the Chancellery car park you will need to register your vehicles before arriving.
- Register for access to the car park by registering for a ‘Chancellery Building PAYU Registration Permit’ in vPermit.
- Download the CellOPark Australia app and register your account.
- Start a parking session in CellOPark to pay for your parking each time you park, using code 3800602 for the Chancellery building.
Parking zone code
The Chancellery Red permit area uses the zone code 3800602 in CellOPark.
Monash Residential
Monash Residential Services (MRS) students and staff are eligible for annual parking permits. You do not need to register a CellOPark account or use the application to register parking sessions if you have an MRS permit.
Students
MRS students can park in the following areas based on their type of permit:
- Clayton Urban Community (UC): Clayton Blue Permit area in SE4 and N1 car parks
- Clayton Residential Village (RV): Clayton MRS Residential Village Areas
- Peninsula Residential: Peninsula MRS Areas & Blue permit areas
Student permits are valid from 1 January to 31 December each year.
Staff
MRS staff can park in the following areas:
- RSTO Staff Clayton: Clayton MRS Residential Village areas & MRS RSTO areas
- RSTO Staff Peninsula: Peninsula MRS RSTO areas
Staff permits are valid from 1 January to 31 December each year.
Applications
Application for a permit can be submitted online via the vPermit system by following these steps:
- Sign in to vPermit with your Monash account.
- Navigate to My Permits, and then click the Apply for a vPermit button.
- Select your campus from the drop down list, and then permit that you require:
- Clayton Residential Village – MRS Resident Purple Permit
- Clayton Urban Communities – MRS Resident Purple Permit
- Peninsula Residential Parking Permit
- MRS RSTO Staff Permit – Clayton
- MRS RSTO Staff Permit – Peninsula
- Enter your car registration details.
- For students, please upload proof of car ownership paperwork with your permit application by clicking the ‘Choose file’ button.
- Click Next, and then read and agree to the Terms and Conditions before finally clicking Activate.
Applications will be reviewed and approved by MRS Administration Office.
Guest parking can be arranged through the MRS Administration Office.
Managing your vehicle
For students, to have your vehicle registration number updated, please cancel your existing permit and reapply for a new permit with your new registration details.
For staff, if you change your vehicle, the new vehicle registration number will need to be updated in the vPermit system, otherwise you may be issued with a parking infringement.
