Preventing sexual exploitation, abuse and harassment

Our commitment to the Department of Foreign Affairs and Trade policy

Monash University is committed to meeting its compliance obligations under the Department of Foreign Affairs and Trade (DFAT) Preventing Sexual Exploitation, Abuse and Harassment Policy (pdf) (DFAT PSEAH Policy). Consistent with the values we have committed to in the Monash University Ethics Statement (pdf, 0.12 mb), and as a DFAT partner for certain activities domestically and abroad, Monash University is committed to eliminating harm and managing the risk of sexual exploitation, abuse and harassment (SEAH) in the delivery of all DFAT-related work.

Requirements for staff, students and project partners engaged in DFAT-funded projects

In response to the DFAT PSEAH Policy, the University has developed the Framework for the Prevention of Sexual Exploitation, Abuse and Harassment in DFAT-Related Work (pdf, 0.57 mb). The framework sets out the requirements that all members of our University community must follow in connection with DFAT-related work.

These requirements include understanding the risk of SEAH occurring within your DFAT activity, identifying appropriate steps to minimise risks, and ensuring controls are followed. Organisation-wide actions have been identified and implemented to ensure that the Minimum Standards required by the DFAT PSEAH Policy for each level of risk – low, medium, high and very high – are applied consistently across DFAT-related work at Monash University.

Steps for Monash University staff and students

  1. Confirm and register the DFAT-related activity.
  2. Identify if there is a risk of SEAH:
    1. complete a risk assessment. See PSEAH Risk Assessment Guide (pdf, 0.95 mb).
    2. get advice about identifying the risk of SEAH from key experts, such as Global Security, Risk and Compliance, Respectful Communities, host country partners and experts, and global safety advisories.
  3. Analyse and evaluate the risk of SEAH by assessing the factors that heighten the likelihood of SEAH. See Sexual Violence Risk Likelihood Tool (DFAT Programs) (pdf, 0.18 mb).
  4. Treat the level of risk:
    1. Identify the minimum standards you must apply to treat the risk (see DFAT Guidance Note and Monash’s Framework for the Prevention of Sexual Exploitation, Abuse and Harassment in DFAT-Related Work).
    2. You need to include the following in your mitigation plan:
      • organisation-wide actions in place to meet Minimum Standards
      • policies, documentation and agreements that address SEAH
      • accreditation processes
      • due diligence checks
      • audits and ongoing agreement maintenance
      • student, staff and partner training
      • measures to ensure project partners and suppliers in the delivery of DFAT business comply with PSEAH.
  5. Record risk assessments in Safety And Risk Analysis Hub (SARAH).
  6. Monitor risk of SEAH.
  7. Report incidents of SEAH immediately to the Safer Community Unit.

PSEAH risk assessments

The Minimum Standards outline that a risk assessment explicitly considering the risk of SEAH must be undertaken before entering into an agreement with DFAT. To facilitate a risk assessment, please refer to the Monash PSEAH Risk Assessment Guide below. Project managers are welcome to use this template when assessing the risk of SEAH.
