Short bio:

Dr Victor Wei-Chung CHANG is currently an Associate Professor in Department of Civil Engineering in Monash University in Melbourne Australia. He received his Bachelor degree in Water Resources and Environmental Engineering from Tamkang University (Taiwan), and his Master and PhD in Civil and Environmental Engineering from Stanford University (CA, USA). Before joining Monash University, Dr. Chang was an Assistant Professor in School of Civil and Environmental Engineering in Nanyang Technological University (Singapore). He has also been serving as the Deputy Director in Residual and Resources Reclamation Centre (R3C) which is part of the Nanyang Environment and Water Research Institute (NEWRI) in NTU Singapore.

Research interests:

Dr. Chang’s overarching research goal is to improve the knowledge of interdependence between human and environment during the rapid urbanization process via engineering, analytical and management approaches. He is leading a research team that has two major research focuses. The built environment-human nexus subgroup was established in 2007 and has wide interests in the urban air quality and built environment. The resources reclamation and impact assessment subgroup started its activities in 2010 and has been working in urban waste management, waste to materials/energy, and life cycle assessment fields. The research group includes full-time research staffs, Master/PhD students, and Post-docs. His research output can be found in more than 100 publications including journal papers, conference presentations, reports, and patents.

Teaching and curriculum development:

Dr Chang is actively involved in maintaining and developing the curriculum for Environmental Science and Engineering. He is now the head of Environmental Engineering Program in Department of Civil Engineering at Monash University, taking the lead to develop the undergraduate program for the next generation of environmental engineer. Before this current task, he served as the Assistant Chair for Research in the School of Civil and Environmental Engineering and Program Director for MSc Environmental Engineering. He has taught a variety of courses in Environmental Science and Engineering at both undergraduate and postgraduate levels including Integrated Environmental Management, Air Quality Management, Air Pollution Control Engineering, Environmental Chemistry…etc.

Technology translations and application:

Dr Chang interacts closely with industry as a designer and advisor in the areas of urban sustainability, building energy efficiency, and environmental impact assessment. He is very active in bringing R&D from the laboratory to full-scale applications. He was the principal project leader in Singapore’s NEA-NTU Waste to Energy research facility which is a small scale but fully functioning WtE facility that employs slagging gasification technology and aims to serve the research and industry communities for testing bedding and de-risking of various technologies. Dr Chang also worked as an air quality specialist for the environmental consulting firms, mainly focusing on the incineration and refinery industry sectors. He has been invited by local government agencies and professional communities to serve in the various expert panels and committees such as Singapore Urban Living Roadmap Initiative, Indoor Environmental Quality Expert Panel, and Singapore Building Green Mark Committee. In addition, Dr Chang has long been an advocator for the Environmental Awareness by giving seminars and public talks and contributing the research findings to newspapers and local mass media.

Research Interests

He is leading a research team that has two major research focuses. The built environment-human nexus subgroup has wide interests in the urban air quality and built environment related fields, such as indoor/outdoor air pollutant dynamics, pollutant transport/mixing phenomena in HVAC system, semivolatile organic compounds, urban/indoor air microbiome, source/exposure characterization. The resources reclamation and impact assessment subgroup has been working in urban waste management, waste to materials/energy, and life cycle assessment fields. The research efforts include resource reclamation technologies, urban waste re-utilization/recycling, environmental trace organics, and life cycle and impact assessment.

Since 2011, Dr Chang has served as the deputy director of Residual and Resources Reclamation Centre (R3C) which is part of the Nanyang Environment and Water Research Institute (NEWRI) Ecosystem in NTU. R3C has more than 40 researchers and the aim is to act as a pre-eminent and industry preferred centre of competence for use-inspired residues and resource reclamation research and translation in Singapore and the Asia and Pacific region. During his tenure in NTU, Dr Chang was the principal project leader in Singapore’s NEA-NTU waste to Energy research facility which is a small scale but fully functioning WtE facility that employs slagging gasification technology and aims to serve the research and industry communities for test bedding and de-risking of various innovated designs/prototypes.

Dr Chang is a Co-PI in the NRF funded SinBerBEST CREATE Centre which tries to understand the building energy efficiency and sustainability in the tropics. He co-leads the thrust 4 (human and building interaction) with Professor Bill Nazaroff from UC Berkeley. Thrust 4 currently involves 7 faculty members, 5 PostDocs, and 3 PhD students from UC Berkeley, NTU, and NUS.

As the environmental issues are usually intertwined with sciences, engineering, economics and social aspects, it is beneficial to call for collative effort to tackle the challenges. DDrChang participated in various multidisciplinary research collaborations. He is currently the lead PI for 4 research projects and Co-PI for another 3. Many of these are of interdisciplinary nature, which involves close collaboration with various engineering/science/humanity schools, as well as international collaborators.

We are actively recruiting researchers in the related fields.  Here are the current openings:

  • One PhD student in Human Exposure and Built Environment
    (Requirements: Master degree received or expected no later than June 2018. IELTS minimum band score 6.0 with minimum overall score 6.5. Expected to start @ Monash no later than July 2018)
  • One PhD student in Urban Waste to Material/Energy
    (Requirements: Master degree received or expected no later than June 2018. IELTS minimum band score 6.0 with minimum overall score 6.5. Expected to start @ Monash no later than July 2018)
  • One Researcher in Building HVAC system and FIlters (part-time/full-time, experiment-oriented, immediately available @ Monash)

The successful applicants are expected to have a Bachelor, Master or PhD training in the relevant engineering fields (e.g. Environmental/Chemical/Microbiology…). They will also have:

  • Proven track records in research.
  • Independent and critical thinking demonstrated at a high level.
  • High-level presentation and oral communication skills.
  • Ability to work harmoniously in an outcomes-focused multi-disciplinary team environment.
